YOUNGSTOWN - Police have released photos of a suspect and victim in the city's second homicide of 2013.
Frank Whitted, 28, was shot to death about 1:34 a.m. today in a 422 W. Princeton Ave. home on the South Side.
Whitted was found on the first floor by officers who responded to a shooting call and was taken to St. Elizabeth Health Center, where he later died.

Police have a suspect in the case and have issued a murder warrant for Emmett Perkins IV, no age or address given, a news release from the department states.
