WARREN - A city man police said they spotted driving a van with the hatch open and a small child sitting near the back bumper earlier this month is being held without bond at the Trumbull County Jail.

Robert J. Travis Jr., 38, 171 Scott St. N.E., is due to return to Warren Municipal Court Oct. 15 for a preliminary hearing. He is facing a child endangering charge stemming from an incident Sept. 13 that was reported by police today.

Police said they observed a blue Dodge Caravan turn onto Tod Avenue, according to a Warren police report. Reports state that Travis, who was driving, had failed to signal for the turn and that officers noticed the 11-year-old boy sitting near the rear bumper on the left side and a male identified as Roderick Hough, 43, 182 Scott St., sitting on the right hand side.

Police reported that after they initiated a traffic stop and approached the driver and asked Travis why the boy was sitting at the rear edge of the vehicle and not secured in a seatbelt with the rear hatch of the vehicle open. Reports state that Travis told police they were delivering phone books and felt that having the boy unsecured and riding at the rear edge of the vehicle was a good idea.
